Microsoft has certainly done a great job, obviously they re-sell software themselves - but active re-sellers for their products is also very powerful, more so than End - Customers

One thing I would draw to your attention to is how they help their ecosystem Commodotise

So this applies to Microsoft Customers as well ... for instance in the way they are able to use Office (as a basic example) -
A big advantage over Oracle where it is harder and costs are borne almost entirely by the end - customer.
That is to say Commodification is key and should always be considered - whilst the Executive doesn't really re-sell - at this point in time however a big re-seller has not really been tapped - the Legislature of the Commonwealth Government through their ability to enact laws!
That is to say we all know at a high level the Commonwealth Legislature has the ability to reduce costs without compromising quality (perhaps even taking a different approach to Commodification) even if this is still relatively untapped!

Just a quick point on re-selling -
Commercial Dishwashers can clean cookware squeaky clean probably due to their volume - try that in a home dishwasher!
