Reporting a Suspicion of Child Abuse!
A suspicion of abuse is when someone has a reasonable suspicion that a child has suffered.

Risk of Abuse -> Custom List
Young Person -> Contact
Action Taken -> Issue Tracking
Extra functionality can include:
- A lookup from a Young Person to their Guardian
- More Issue Tracking to escalate up the Leadership Chain
- etc ...
